The property owner of a parcel located at 5201 Manson Ave, is proposing a zoning amendment. The property was previously the subject of a rezoning application in 2023 to the CD4 (Comprehensive Development 4: 'Residential Small Lots') zone to facilitate conventional subdivision into single-family residential building lots. This new application proposes to subdivide the existing single-family residential home addressed 5201 Manson Avenue off from the larger vacant remainder, and to rezone the vacant parcel to the RM1 (Compact Residential) zone to facilitate multi-family residential townhome development.
In the City's Sustainable Official Community Plan (SOCP), the subject property has a land use designation of Urban residential Low Density. The Urban Residential Low Density designation applies to centrally located land near transportation routes and access to services, mainly in Westview and Cranberry. The intent of this designation is to accommodate ground-oriented residential units including single family dwellings with or without secondary suites and a variety of ground-oriented multi-family development (including duplexes, triplexes, fourplexes, townhouses and row houses). The application to rezone this property to support ground-oriented townhome development is considered in alignment with the SOCP.
Under recent legislative changes to the Local Government Act, a Council is prohibited from holding a public hearing on a zoning amendment application for residential development that is deemed to align with an existing Official Community Plan. Thus, the zoning amendment application for 5201 Manson Avenue will proceed without a public hearing; Council has given the zoning amendment bylaw first through third reading at its June 6th, 2024 regular meeting. Final adoption of the bylaw will be considered once all associated subject conditions have been met.
Members of the public may still avail themselves of the right to be informed about this application and make written submissions to Council.
