The City is in receipt of a development application for a 111-hectare parcel of land located adjacent to Millennium Park and the City’s Recreation Complex, between the Joyce Avenue and Timberlane Avenue corridors, also known as The Benchlands. Couverdon Real Estate has applied to amend City of Powell River Sustainable Official Community Plan Bylaw 2370, 2014 and City of Powell River Zoning Bylaw 2100, 2006 in order to further develop these lands with multi-lot residential subdivisions.
The proposal includes a variety of housing types, including single-detached, duplex, triplex and fourplex dwellings, accessory dwelling units, and medium-density apartment style multi-unit residential housing in select areas of the property.
1st reading of the amendment bylaws took place at Council's regular March 19, 2026, meeting. Prior to Council's consideration of 2nd reading of the amendment bylaws, the developer is required to complete various subject conditions.
