Inclusion Powell River Society has applied to rezone a portion of their property at 6831 Artaban Street from NT - (Institutions) to CD4 - (Comprehensive Development 4: 'Residential Small Lots').To support this application, Inclusion has also submitted an initial two-lot subdivision application.Inclusion’s desire is to develop a multi-lot residential subdivision on the land that they subdivide from their institutional zoned property at a future date.
In the City's Sustainable Official Community Plan (SOCP), the subject property has a land use designation of Urban Residential Low Density. This designation applies to centrally located land near transportation routes and access to services, mainly in Westview and Cranberry. Its intent is to accommodate ground-oriented residential units, including single detached dwellings with or without secondary suites, and a variety of ground-oriented multi-unit development, including duplexes, triplexes, fourplexes, townhouses and row houses. The application to rezone this property to support a multi-lot subdivision is considered in alignment with the SOCP.
Under legislative changes to the Local Government Act in 2023, a municipal council is now prohibited from holding a public hearing on a zoning amendment bylaw that proposes residential development that is consistent with an existing official community plan. Proposed Zoning Amendment Bylaw 2754, 2024 is deemed to be consistent with the SOCP, so the application for 6831 Artaban St. will proceed without a public hearing. Council will consider first reading of the bylaw at its September 12, 2024 regular meeting.

Any party who feels their interests may be affected by the proposed bylaw can make written submission to Council. All written submissions must be received no later than 2 pm on September 12, 2024.
