The property owner of a vacant parcel on Algoma Avenue north of Burnaby Street, just up the hill from Marine Avenue, is proposing the development of an apartment building . This property has historically always been vacant. The subject property is outlined in red on the map provided.
In the City's Sustainable Official Community Plan (SOCP), the subject property has a land use designation of Mixed Use Commercial/Residential. This designation is applied to the commercial areas of Cranberry, Townsite, and Westview. Land uses within these areas may include single- and two-family dwellings, multi-family residential development, retail and service commercial, professional services and offices, tourism related uses, cultural activities, and entertainment uses. The subject lands are in the neighbourhood of Westview in the immediate vicinity of one of the two main commercial areas of the City.
Under the City's Zoning Bylaw, the subject property is currently zoned R2 (Single and Two Family Residential). The owner has applied to rezone the property to RM4 (Multiple Family Residential Four). As these amendments would facilitate the development of much higher density than currently permitted, Council wishes to engage with neighbouring property owners and the community at large who may be affected by a zoning change.
