Consultation has concluded

The property owner of 4766 Michigan Ave is proposing a conversion of the existing commercial building to wholly residential use. Historically this property housed a law practice above a residential unit. As this proposal requires an amendment to the property's land use designation under the City's Sustainable Official Community Plan (SOCP), the City is conducting early public engagement on the proposal.

As background,. the subject property currently has a land use designation of Uptown Mixed Use. The intent of this designation is to accommodate predominantly commercial (both general and service commercial) uses in the Town Centre Mall and Joyce Avenue commercial precinct and to allow multi-family residential uses. The property owner is not proposing any new development to the property aside from internal renovations to convert the commercial space to a residential dwelling unit. As wholly residential use is not in keeping with the Uptown Mixed Use designation, the property owner has applied to amend the existing land use designation and zoning of the property to permit the conversion. Planning staff have recommended amending the land use designation to Urban Residential Medium Density to support this development and have presented an SOCP amendment bylaw to Council proposing this change.

The Urban Residential Medium Density designation applies to serviced urban residential areas in Westview, generally located between the Joyce and Marine Avenue mixed use corridors, bounded by Westview Avenue to the south and Millennium Park to the north. This designation may include single or two family dwellings, and a variety of multi-family development including cluster housing, townhouses and apartment buildings, with its intent also being to accommodate residential use in close proximity to amenities and commercial services.
