The property owner of a parcel located at 6954 Alberni St, is proposing a zoning amendment. This application is seeking to rezone this property from C1 (General Commercial) to CD5 (Joyce Commons Mixed Use Development). If the rezoning is approved, it would support a proposal to build a mixed-use commercial and residential development, which will serve to both reinforce central Westview’s commercial presence while providing additional residential centrally located within one of the City’s main commercial precincts.

In the City's Sustainable Official Community Plan (SOCP) this property has a land use designation of Uptown Mixed Use. The Uptown Mixed Use designation applies to all commercial lands along Joyce Ave from Westview Ave north to Abbotsford St. (and on the west side of Joyce to Harvie Ave). The intent of this designation is to accommodate predominantly commercial uses, both general and service commercial, in this key commercial precinct. Multi-unit residential uses are encouraged in conjunction with compatible commercial or institutional uses. The application to rezone this property to support ground-level commercial units and ground-level residential units is considered to be in alignment with the SOCP.

Under legislative changes to the Local Government Act in 2023, a municipal council is now prohibited from holding a public hearing on a zoning amendment bylaw that proposes residential development that is consistent with an existing official community plan. Proposed Zoning Amendment Bylaw 2758, 2024 is deemed to be consistent with the SOCP, so the application for 6954 Alberni St. will proceed without a public hearing. Council will consider first reading of the bylaw at its December 19, 2024, regular meeting.
