The City is in receipt of a development application for the Beach Gardens Complex, located between Lillooet Place and Cariboo Avenue. The Beach Garden complex consists of five separate and contiguous fee simple parcels all owned by Seaboard Hotels Ltd. The parcels vary in size and zoning. The two smallest parcels with frontage on Lillooet are vacant and zoned R1 (Single Family Residential). The parcel that fronts Highway 101 is vacant and zoned RM3 (Medium Density Multiple Family Residential). The remaining two parcels which house the Beach Garden Resort are zoned C4 (Tourist Commercial). The development proposal aims to reconfigure the five parcels into two lots and rezone them.
The zoning of the newly defined lots is proposed to be C4 (Tourist Commercial) and RM4 (Multiple Family Residential Four). As multi-unit residential use is not supported within the property’s existing land use designation of Urban Residential Single Family under the City’s Sustainable Official Community Plan (SOCP), the property owner has applied to amend the property’s land use designation to a designation that will support the proposed rezoning.

At the July 3, 2025, Council Meeting, both of the amendment bylaws received 1st reading, with a list of subject conditions the applicant has to meet prior to Council considering 2nd reading of the amendment bylaws.
